With the development of times, science and technology, energy-saving and environmental protection have become two main topics of scientific technical development in the 21st century. The exploitation and utilization of energy is the important material base that the mankind depends on for existence and development. Our country has a large population and a relatively shortage of energy resources. A central economic meeting of 2006 held by State Department ended on Dec.7, 2006.Energy-saving and environment protection has become one of the eight important economic tasks in 2007. The Eleventh Five Year Programming attaches great importance to energy-saving and lower consumption and set up an energy-saving goal of 4% every year since 2006. Energy-saving of buildings is much more important for people's living owing to its great quantity of energy consumption. It is an important way to improve the utilization of buildings, save energy, protect environment and remove gases of glasshouses. Energy-saving of buildings plays a significant role in the implementation of energy resource and sustainable development stratagem. As an integrated work, energy-saving of buildings includes the energy-saving of buildings themselves and HVAC systems.The energy-saving of water resource heat pump system is analyzed in detail according to characteristics of the campus'load, the specific project example and practical tests of Tianjin Vocational Technical College of Industry and Commerce. Simulating and measuring the load of the campus'buildings, the characteristics of campus'load is analyzed. The result suggests that the effects of the holiday and the simultaneous coefficient should be fully considered when calculating the load of campus'buildings or choosing equipment, and some amendments should be carried out. The analysis has some guiding significance.This paper also analyses the technical performance of heat pump sets when some parameters change and the ways to save energy is discussed. In addition, different matching control strategies are suggested according to the analysis of system's performance of pumps in different running conditions in winter and summer. Furthermore, a scientific running management of the water resource heat pump house is proposed in order to realize energy-saving to the greatest degree.
