Firstly, introducing the flood regime in Hunan, afterwards describing the characteristics of the floods in Hunan, it includes a rapid convergence,the speed of forming the disaster fast, frequent occurrence, high-impact, regional obvious, widely distributed, seasonal concentration, long hours, severely damaged, big losses and so on. according to above characteristics, analyzing the reasons from four factors which are the geographical, human, geological and climatic. The final part analyzes the present situation of the floods emergency management from six aspects, for example popularizing knowledge of floods extensively; taking the avoiding Calamity mainly ,then made a defense plan about floods; established a complete system to defense floods and so on. Chapter 3 analyzed the existed problems and the reasons about the mechanism of floods emergency management in Hunan. It mainly discusses from next aspects: the response of floods emergency slow, not enough cooperation between the governments, local financial protection inadequate and the extent to participate society slow. in connection with these problems ,the paper analyzed the causes from three aspects: the function of the floods emergency management dislocated, the multiple-subject mutual mechanism is weak, absence of the system of the floods emergency management, etc. the article take the objects which is southern regions in Hunan, western regions in Hunan, middle regions in Hunan and the Dongting Lake area to make the empirical research ,in order to improve the article's persuasion and credibility.
