The base-isolation is a new type of passive control technique. The isolation system is placed between superstructure and its foundation. The purpose of it is to reduce the lateral stiffness and prolong the natural period of structure. As a result, the structure can keep away from the period of ground so that the seismic response can be reduced greatly. In early days, the isolation technique was mainly applied in structures of middle-low basic period. Along with the research going deep and the demand of project application, the isolation technique is being applied in tall and super-tall stories gradually. Tall and super-tall story isolation is different from groovy one. In this paper, the concept of the vibration control for civil engineering was introduced. Meanwhile, the mechanism and the research of the base-isolation were also reviewed briefly. Two key issues of the tall base-isolation structures were researched. One was about the effect of isolation and the overturning of tall base-isolation structures under strong seism; the other was about the comfortable grade and the feasibility of overturning of tall base-isolation structures under the strong wind.First, based on the mechanical principium of superstructure and LRB, space finite element models of high-rise isolated building and high-rise non-isolation have separately been established. Through inputting three-dimensional seismic waves, the effect of reducing the seismic response and the overturning of tall base-isolation structures were analyzed. And then, based on the method of DIT-FFT WAWS, the respond speed of pulse is simulated by the program of Matlab, and put the wind load which is simulated on the correspond joints of space finite element models of isolated structure and non-isolated structure, The paper has analyzed the wind-induced respond characteristic of tall-story isolated building and the infection of different damping radio to wind-induced respond and the feasibility of overturning of tall base-isolation structures.The result shows that the effect of reducing the seismic response of high-rise isolated building is very good, though, along with the radio of height to width increasing, the structure maybe overturn. The result shows that the response of high-rise isolated building is more prominent than non-isolation under wind-induced, but is much less than under small seism. In generally, the acceleration response under wind-induced will not cause intensity breakage, but the peak value of acceleration possibly exceed the limit of comfortable grade. The measures should be make to make sure the living comfortable grade.
