H.A. Simon classified decisions into programmed and non-programmed. The non-programmed decisions are novel, unstructured, have no "cut and dried" method for handling the problem, and call for intelligent adaptive and problem oriented action when solving the problem. We often meet non-programmed decision when we make planning decision, especially the strategic planning decision. 2001, Shanghai Municipal Government made the decision that ten experimental towns would be built in the suburb. This decision-making is a typical example of non-programmed decision-making, which including decision, implementation, evaluation and evolution.The non-programmed decision-making of the experimental towns can be classified into macro level and micro level. At macro level, the thesis studies the process of making strategic planning decision through analyzing the decision-making environment, subject, goal, organization system and plan, etc. At micro level, the thesis summarized the character of this kind of decision-making through solving the specific problems happened during the construction of Gaoqiao Town, one of the experimental towns.Decision evaluation and evolution are also important for non-programmed decision- making. The thesis evaluates the decision in two levels and analyzes the affects based on validity, then makes some advices on how to improve it. Moreover, the thesis makes a further study on the evolution of non-programmed decision in the experimental towns.Finally, this thesis discusses the methods of non-programmed decision-making and the practices in the construction of experimental town in shanghai. Furthermore, the thesis raises the effective supporting system and proposed principles about non-programmed decision-making in planning.
