With the rapid development in the field of Chinese shipping, the throughput of harbor is increasing promptly, and traffic is becoming busier and busier, especially the consistency of vessels which comes and goes in the water area nearby harbor and channels is becoming bigger and bigger. China is paying more attention to the security management of shipping, and the traffic security management level in every harbor is also improving substantially. However, maritime traffic still happens sometimes. It has become a hotpot of scholars' studies in ocean shipping to improve the traffic safety of harbors. In the recent years, security evaluation theory has developed spaciously. We could introduce it to the traffic safety evaluation of harbors, and that will make simple statistics analysis after accident rise to estimate analysis before accident, which can provide external guidance for the traffic safety management in harbors.In the recent years, many scholars in China and overseas have done much research in the aspect of ocean shipping safety evaluation. They applied some qualitative and quantitative safety evaluation methods in the field of ocean shipping safety and make great achievements. The paper discusses several common used evaluation methods briefly from the point of safety scientific theory. Through analytical comparison, the auther analyzed and evaluated the safety problems of harbor channels by fuzzy comprehensive assessment. The paper emphasizes on researching on navigation environmental system of Yantai harbor water area channel, and studies several kinds of methods and its application of qualitative and quantitative safety analysis and safety evaluation. When comprehensive analyzing the factors which influence the vessels' safety navigation in channel environment, the auther consulted a lot of literature and traffic practicality situation in Yantai harbor, combined relative research production from other scholars, fixed on the evaluation factor system through by experts' investigation. Base on this situation; though by analyzing the data of experts' investigation and using AHP to get the weights of every factor. Furthermore according to investigating and analyzing the safety evaluation data in country and abroad, the auther established a quantitative assessment standard and membership function for these factors. Then, the auther evaluated the channels safety environment of Yantai harbor by fuzzy comprehensive evaluation method.Finally, the auther developed a safety comprehensive evaluation platform which is basing on Network for channels in harbor area though by ASP active page programming and database technology. This platform can carry out the approaches of established a evaluation modal basically and has a function that can make user of the platform communicate with experts and personnel that familiar with the harbor. That would be very useful in evaluate the factors and examinations of the correctness and applications of the modal. It also can improve the work efficiency and reduce evaluation cost.The research can provide theory basis for the sea traffic administrations to improve the environment of channel traffic. It makes the administrations practice corresponding measure to enhance the channels traffic management level. Establishing a safety evaluation platform is combining the new technology to improve the old evaluation method. That is a kind of innovation.
