In order to evaluate the contribution of the whole system's stability from each control area in the interconnected power system ,Nowadays Interconnected Power System replacing Criteria A1 and A2 with Control Performance Standard (CPS) is the necessary trend. Therefore, in the recent years, much attention of the electric power dispatching automation has drawed to designing and implementing the real time surveillance and analyze software, and AGC strategy under CPS. Then discussion and research of the AGC strategy fitting in with CPS is lucubrated in the paper, which based on the effect of Frequency Bias Coefficient (FBC) upon the control result.Firstly, CPS Standard are deeply analyzed and studied. After this, the analyses off-line software of CPS assess is developed, which provide a convenient tool for the research of CPS. Then the dynamics models of the interconnected electric power system are developed. Method of numerical simulation is applied to analyses the effect of Natural Response Coefficient(β) and Frequency Bias (B) upon CPS standards.A new AGC strategy taking into account fluctuant Frequency Bias (B) is designed in the paper. This strategy connect the CPS1 assess value with Natural Response Coefficient (B). This strategy adjust B through the feedback CPS value, then avoid the disadvantage of fixing B and coordinate the relations of the assess values and regulation values. It reflects, in the interconnected power system, each AGC control area's support on another under new standards.
