Generation expansion planning is a strategic decision-making of generation disposition in the power system. The reasonable planning is very important, which touch each aspects of power system, such as credibility and economical capability of the whole system, the quality of electrical power, network's structure and its development in the future. This thesis concentrates on the generation expansion planning modeling in power market and its solution method. These work are mentioned as follow:The study status of generation expansion planning and the development status of its associated software are described. A survey of the mathematical models and optimal methods on generation expansion planning (GEP) are presented. What's more, the difference and features of these models and methods are analyzed.A new model on generation expansion planning is presented in power market. The innovation of power market and environment protection constraints have made generation expansion planning facing more uncertainties and more complex, this paper has a research on this uncertainties, and a new model on generation expansion planning is given, which have taken both the IPPs'participation and environment protection into account.The priority list has been introduced to solve the generation expansion planning. In order to overcome the dimension and combination problems, the priority list has been intordued, which adopts the quick optimization sorting method and takes the minimum average annual investment cost as its objective function. Some relative technical constraints have been considered effectively, such as the generator construction order, hydro / thermal power balance, construction start and power commencement date. Finally, the feasibility and effectiveness of the proposed model and priority list are demonstrated on a practical test system.An improvement upon the particle swarm optimization(PSO) is presented in this paper, and is applied in generation expansion problem. The basic theory and the implementation method of PSO were studied in detail, and the priority list was combined with PSO to construct heuristic mutation operation to improve the global convergence of the bisc PSO. In the last, the thesis introduces the structure design frame, achievement function and some main characteristic of generation expansion planning system. The system is based upon models mentioned above, OOD and client/serve fashion. It also makes completely introduction about planning calculation function, data management function and some assistant function.
