The creation and construction of new country is an important part in the construction of harmonious society for socialism. The lack of related plans in the early stage of construction for new country directly leads to the unscientific and unreasonable construction in the current period.The program study of new country plan and architecture in Huizhou area is a process to find out, analysis and resolve problems. During this process, the value-based planning methods and RIBA work outline will be introduced into this thesis, which is applied to analyse current main problems and situations in construction. The potential value of new country in Huizhou area will be revealed in two aspects: plan and architecture. Also to explore afrom consideration------procedure------form and composition of the newcountry in huizhou district. Furthermore, a case study of plan and architecture in Xidi village located in Huizhou area will be analysed to demonstrate the thesis conclusion as well.This thesis will only do a program research in the construction of new country in Huizhou area by the methods of architecture and plan. It can be applied in the further construction in new country.
