Study On The Basic Building Plan And Characteristic Of Hunan's New Countryside

With the rapid development of China's new socialist countryside construction, there have been fresh demands for this new era for the building of a new countryside where people can enjoy"an advance of production, well-to-do of life, civilization of folkways, clean look of countryside and democracy of management."Practice after practice , a great many principles and strategies designed for this purpose have been summed up, such as the approach of promoting"industry into park, agriculture into base, farmers into new housing", the construction mode of making"town and village integrated, countryside development urbanized, agriculture production industrialized and farmer life townsfolk-wise", the idea of sticking to the scientific perspective on development, advancing the overall harmonious and sustainable development of town and countryside, economy and society, man and nature so as to realize the great goal of making town and countryside integrated , the concept of planning the village in a scientific, reasonable and sustainable way, eliminating the antithesis of town to countryside to make the urban-rural dual structure minimum and so on.Starting with the developmental process of China's urbanization, this paper analyses the history and present state of China's urbanization, points out the existing problems with construction of a new countryside, and elaborates that building a new countryside and advancing urbanization, which compliment each other and are absolutely necessary, are of great significance to China's modernization strategy.This passage, by taking for example the practical designs of the village layout planning of Hanshou, Changde and the village construction planning of Changmu,Shaoyang, analyses the present state and existing problems with the construction planning of Hunan's new countryside, which is an important link in the construction and development of a new countryside. Having drawn on the experience of the development of urbanization abroad and the construction of a new countryside, this paper has summarized the significance and some basic principles to abide by in the practice of village planning, which have also been applied to the village planning of Hanshou and Changmu. Besides, this paper covers such issues as promoting the development of production, making intensive use of the land , bettering farmer's living standard, strengthening people's capability to prevent natural disasters, and preserving the local humanistic features; that is, we are to make scientific and reasonable plans, take advantage of the village resources, make good use of each special development condition, prolong the village humanistic characteristics, and protect the beauty of the village, which may serve as examples for the construction planning of a new countryside in Hunan.
