Developing small towns is one important way to push on the urbanization, the small town is the core to bring changes to population and industry structure, which constituents the most important part in the urbanization of China. Disaster threat is the severe hindrance to the healthy and rapid development of small towns. In China, the small towns distribute broadly, whose natural environment is generally formidable and influence of disaster can not be ignored compared to the cities. However, little attention is paid to the disaster precaution and mitigation of small towns. Once the disaster occurs, it will cause great loss of life and property of the people in small towns. In front of the disaster, small towns are much more vulnerable, whose disaster influence is much more extensive and hard to re-construct. In order to guarantee the trouble-free operation of the urbanization and the healthy,rapid development, more attention should be paid to improve the disaster precaution and mitigation of small towns. So, the research of disaster precaution and mitigation in small towns is of great practical significance.The disaster precaution and mitigation in small town has close relationship with city's disaster precaution and mitigation, both have the same disaster sauces and the same disaster features. With the differences between small town's and city's, the problems of disaster precaution and mitigation in small town, the law, statutes and methods of city's disaster precaution and mitigation, the points of small town's disaster precaution and mitigation, the article discusses the prevention and cure ways and measures of main five disasters (earthquake, fire, flood, geological disaster and wind.
