Study On Small Watershed Mountain Torrents Disasters Prevention Division And Early-Warning Technology Of ZheJiang Province

With the rapid development of economy and the increase of population, the threat of small watershed mountain torrents crisis arose and is becoming more and more serious. In China, the "people-oriented" and "harmonious society" concept of the people continuously, the life and safety of people were referred to an unprecedented level. In recent years China's small watershed mountain torrents disasters have exacerbated the trend, and the losses caused by it increasingly large, it has become one of the major disaster which cause casualties.This paper summarizes the analysis of domestic and international small watershed mountain torrents disasters defense research progress, combining our province's hydro-geological characteristics of the disaster in the province mountain torrents and characteristics of the mountain torrents disasters were classified defense zone, and monitoring and early-warning technologies were studied. The main contents of this paper include:1,Available in the system at home and abroad on the basis of the relevant literature, the small valley of mountain torrents disasters at home and abroad on the status quo, the focus of our province in recent years in several typical mountain torrents disasters, the mountain torrents disasters on the importance of defense research and significance.2,Expositions the three forms of disasters, analysis the cause of the mountain torrents disasters from the four aspects such as location, atmospheric circulation, topographical features, and human activity, analysis the basic characteristics of disasters in Zhejiang Province.3,Through the analysis on the causes of mountain torrents disasters,we get a division of mountain torrents disasters defense principles, methods and steps, and from rainfall, topography geological, social and economic aspects, there are flash mountain torrents disasters in Zhejiang Province areas into key defensive zone defense and the general defense zone, across the province formulate a suitable local mountain torrents disasters defense plan provided.4,In this paper, mountain torrents disasters early warning indicators, the system, contents, methods, responsibilities, scope ,and the disposal programme have been proposed. Qingyuan County HouGuangXi River has been selected as an example, the early warning system on the construction of concrete content.5,The causes ,features and defense division research results of the mountain torrents disasters are summarized, and two proposals are put forward on how to do a good job in defense work from the engineering and non-engineering measures.
