With the gradual reform of the electricity market, the traditional business model of integration of the power generation, transmission and distribution services has been broken. Power Grid Corporation provides transmission services to the producers (independent power plants and power generating companies) and users (distribution companies and large users), and charge the cost. As an important basis for transmission pricing, the result of loss allocation direct impact on the economic interests of all the market members. Allocating transmission losses fairly and reasonably, therefore, becomes an issue that market members generally pay attention to. And a set time period to achieve the theoretical power loss and allocation software is necessary, is of high practical value.This paper, Design and Development of the transmission energy loss allocation Management System as the background, improves research on the calculation of the online transmission loss. At present, the basis of allocation algorithm is usually based on off-line and normal power flow calculating, with artificial slack bus and section, making power flow can not truly reflect the actual operation of power system. In response, with the needs of on-line calculation, a transmission loss calculation method based on the dynamic power flow is presented in this paper. The method considers the power system operating at the frequency of adjustment, the entire network of power imbalance assigned to all of the generators, thereby the result is more coincidental with the reality. Finally, IEEE-30 system verifies the feasibility of the algorithm. This paper provides a comprehensive overview of the mainstream method of technical characteristics, in accordance with the requirements of online allocation, Focus on the whole loss component, to the power (or load) the branch from the current conjugate as a basis for allocation. And the method of short-term sub-points is used to approach to calculate the energy loss allocation.Finally this paper, combined with modem computer technology, using the algorithm design and development of the transmission energy loss allocation management system, described in detail the system database design and the core module's features and implementation. The system is composed by Microsoft Visual Basic 6.0 as the development platform, Access2003 as the core database, and MATLAB language based on dynamic power flow and loss allocation algorithm. COM components making MATLAB algorithm technology to create dynamic link library files and seamlessly integrating Visual Basic 6.0, the process achieves efficient development and strong scalability.
