In recent years, China's civil aviation industry is in a stage of rapid development. With the rapid growth of air traffic volume and large wide-body aircraft proportion, some early built airport runway pavements damaged seriously, which results in the decreasing of pavements performance. There is an urgent need for structural reinforcement or functional recovery to improve pavement performance and extend life. Faced with the increasingly complex traffic, climate, pavement structure, and operating conditions, it is necessary to sum up and formed a set of evaluation and decision-making system to reflect the pavement performance and its development under the complexity conditions. So the overlay project would be carried out smoothly.In this paper the index and standards of the pavement evaluation was concluded, and a practical pavement evaluation technology was formed. Based on a series of testing and evaluations on the pavement structure performance , distress condition and surface properties, the basis for decision making and the main design parameters for the runway overlay will be given, and some recommendations will be put forward for its overlay engineering. And its scientificity and feasibility had been proved by engineering practices.Remaining life is the basis to determine the reconstruction time of the runway pavement, which can be analyzed from structural side and functional side. Structural remaining life analysis is based on the inversing procedure of specifications for pavement design for civil transport airports of China. Functional remaining life estimate used experience-regression model and Markov model. From different angles, decay of pavement performance can be predicted more accurately under the circumstances when lack of monitoring data, which would provide scientific basis for decision-making of runway overlay.Runway overlay decision-making processes is formed through the summing-up of practical engineering experience, and the determination criterion of overlay is proposed which divided structure or functionality separately. In the foundation of the classification of existing pavement using, the influence on overlay which distress on existing pavement brought from is analyzed, and then the corresponding partial repair measure is proposed.The practical engineering has proved the scientificity and feasibility of these methods and technologies above, which will provide guidance for the similar projects following-up.
