It is recommended that a systematic way should be taken to build and design a marshalling station step by step in accordance with the growing of the traffic volume on the railway network and the expected capacity of the station, as in this way, the suitable layout can be selected for each transportation demand level so that excess investment can be saved and unnecessary work can be reduced. Under such circumstances, this study on the optimization design of staged development of marshalling stations will not only provide a theoretical way for the layout selection, but also serve as the guidance of the station development in keeping the capacity of the station in pace with the transportation demand and economic development.This article first of all reviewed the development of marshalling stations at home and abroad. Then, the structure of the marshalling station was analyzed, the methods of capacity calculation for each module were reaffirmed, and ways of capacity strengthening for each module and capacity balancing among the sub-systems were explained.With the above mentioned theories and related principles, a bi-level programming model was built with the aim of optimizing train flow organizations on the railway network as well as the vehicle operations in the station, which provided an optimized method to deal with the problems in designing the staged development of a marshalling station. Possible solutions of this model and ways to obtain the parameters were also discussed in this article.In the end, the staged development of Qiao Si Stations in Hangzhou Railway Hub was designed with the model as a case to investigate its feasibility.
