The development of water industry is an important event that relates to the benefits of the nation and its people. In recent years, our government pays a lot of attentions as well as investments on the water industry reform and re-construction, including a series of advanced equipments imported from abroad, and developed new processes after R&D. All these advanced projects' go-alive raise higher requirements, however, due to the reasons of history and real-life, the development of water automation industry is not good enough, still need improve, especially the old supervisory system meets a lot of problems in nowadays network and computer science times. Therefore, after receiving advanced experiences shared from abroad and digging more about the process, how to develop a kind of high cost-effective ratio automation system product based on computer science to water plant is what we concerns urgently.According to the operations and management status of the city water-supply system and fieldwork experiences in a water plant, this paper presents a solution frame based on safety, reliability, simplification and practicality principle. In order to use controllers, drivers and other products to build up an open, multilevel, modularization, real-time multitask distribute-control system and SCADA system who has the capability of data sampling and analysis based on ROCKWELL fieldbus NetLinx structure, with HMI RSView32 as core, as well as database technology provides control strategy, computer science technology and network technology provides the realization methods.The main content of this paper includes:1,Contol solution design for inspecting the process operation data and running parameters; For the complex process step, improve on its control methods;2,SCADA system hardware demo chosen, conformation, configuration and software design, including water quality data, production status, failure analysis, dynamic track, information process and database management;3,Water plant running supervisory and plan implementation, network HMI interface design, remote control system logon and image transfer solution provided, put forward the integrated control solution for water plant.The previous SCADA system has been developed the capability of field supervisory, but how to construct a centralized management, distributed control SCADA system with powerful network communication ability, which at the mean while is safe and reliable, open and extensible, that depends on ROCKWELL NetLinx structure undoubtedly, to build up a bottom - top system which is close and composed with management and control.
