Electric power geographic information system is a computer system to realize efficient management and maintenance of electric power system applying GIS technology, in order to carry out all the operations in electric power industry. This system is able to provide entire, correct and geographic location-based electric power information, and realize information storage, management, analysis, distribution and visualization. It can also provide integration management platform for cooperative work inside the electric power industry, as well as efficient support for steady and safe performance of the electric power system, and aid-decision for dealing with sudden affairs in electric power enterprise.As electric power system has to be controlled dispersedly and run unitedly, at the beginning of constructing electric power geographic information system, we should fully consider its distributed calculation ability and mutual operation property. SOA is a service-oriented software architecture, which encourages developers to encapsulate operation logic in the way of service, devising strict requirements for relax coupling and interface standardization of service. Therefore, developing electric power geographic information system based on SOA is capable to improve the ability to adapt itself to distributed calculation environment of the system, thus it can better satisfy the requirements of informationization construction of electric power industry.This paper analyzes the characteristic and demand of electric power industry, pointing out the advantages to apply GIS in electric power industry. It makes a research on SOA, putting forward the perception and method to develop electric power geographic information system based on SOA. On the foundation of an analysis on user's requirements, this paper designs the framework of electric power geographic information system. According to the service-oriented idea, the system operation functions are abstracted into four service modules, such as data service, visualization service, electric power operation service, and system management and maintenance. In the end, we construct a prototype of electric power geographic information system.
