Urban public transportation is an artery of urban socio-economic. Rational allocation of bus resourses has very important significance not only for full improving urban traffic environment and people's travel status but also for enhancing the country's public transportation companies' economic and social benefits. To improve bus transportation system configuration status and improve the efficiency of resource using, it is bound to establish a complete theoretical system to guide practice methods which is based on the specific conditions of cities.This paper analyses the factors of bus transportation configuration the system of power between urban traffic congestion and bus transportation system. Then it defines the bus transportation capacity system rationally allocation connotation and its targets, in which the primary balance relationship is analysed.On the demand forecasting, the paper disusses the method of forecasting for the new line initial transportation capacity configuration and of the line which has been operating is to be optimized respectively according to the nature of targets of different lines. Then it effectively integrates the two different nature forecast models.On the aspect of urban bus transportation resources in the decision-making, based on the forecasting of the urban bus line passager traffic demand, the paper established a preliminary capacity allocation methods system for bus lines. First it proposes an idea in which to balance the disproportional passagers flow before to optimize schedul is raised, then it establishs a bus dispatching frequency optimized model in which the interests of enterprises and passengers are comprehensive considered. It discusses determination method of the models-choice probability of the passenger, and proposes the optimization methods of the vehicle structure. Then it proposes the allocation method for the bus line vehicles of the minimum size, establishes a redundant bus lines vehicles optimization model. Finally, with examples of bus lines transportation capacity allocation methods for applications, it indicates this methods system which has the certain usability and the systematize dcharacteristic can gather parameter conveniently.
