This paper is based on the National nuclear emergency responding center software platform, based on advanced Web GIS platform, a project designed and brought into effect by CAINI for national nuclear incident emergency responding department. It takes advantage of ESRI Corp. ' s ARCIMS 9. 0 to build Geographic Information System module on national nuclear emergency responding center software platform. Via every node on Internet, user can easily get the nuclear establishment information, browse and query the spatial, attribute value , provide support to nuclear emergency responding center who make descision.The main research contents are followed:1) Deriving from the concept of GIS, narrated the status quo of Web GIS' s development, analysised the advantage and disadvantage of common use by comparison, showed the reason of taking ARCIMS as project adopted by Geographic Information System module on national nuclear emergency responding center sofeware platform.2) We Have studied the application of Web GIS system. Comparing with all kinds of Web GIS software tech, we studied deeply in the Web GIS' s system structure, Implement tech and so on. In this paper , we conclued the solved project of GIS module of National nuclear emergency responding center software platform .we brought forward the design method of the system , analysised and got the management of data, logical database structure, the way of combination with spatial data and property data. At last ,according to design idea and technology route, we chose the web map server - arcims of esri company - as application' s base tool. It becomes a somewhat perfect website which is used for publiching emergency information by taking B/S pattern. The system combines web tech with webgis tech to build a protype system. By using dynamic web tech , we can realize the function of getting the property information which is useful for users. On the other hand , we can operate the map by using webgis tech. In conclusion , the implement of webgis tech is the key to the whole system. At browers side , we can view the map, pan, data retrieve, query roperty information, buffer analysis, etc.
