Study On The Water Resources Carrying Capacity And Its Difference Of Space And Time In Guizhou Province

The water resources is the most precious foundational natural resources, is the strategic natural resource which the national economy and the society develops at the same time, is the organic ingredient of comprehensive national strength of a country. However , with economic society fast development , water resource imbalance between supply and demand is more and more prominent, circumstances is gradually austere, the insufficiency of water resources already becomes the "bottle-neck" restricting our country society economy sustainable development. How to coordinate the water relationship between resources, environment, population and sustainable development has been become the most important issue in the field of water research. The water resources carrying capacity is the basic metric of the reasonable allocation of water resources, as well as the measure of the sustainable use of water resources, So the water resource carrying capacity to measure the size of a country's or region's overall development have an important bearing on the scale of development. Based on this, the article takes Guizhou Province as an example, and appraise the water resources carrying capacity and the time and space difference of. First, according to Guizhou Province's nature, social, the economical development condition, has selected 12 targets to constitute water resources carrying capacity appraisal target system, and has produced the meaning of each target, then used a relative subordination function to carry on standardized processing to the appraisal target. Secondly, taking the water resources system as the object and using the principle of the state space method, has established the appraisal model of the water resources carrying capacity in Guizhou Province, and confirmed weighting based on the Analytic Hierarchy Process and information entropy, in view of Guizhou Province, has conducted the real diagnosis research of the water resource carrying capacity for the five-year period 1999-2004 .The results show the situation of the water resources carrying capacity has shown overload conditions. However, there are differences in different areas. Therefore, has carried on the analysis of the various administrations of Guizhou Province , according to 2004 data. According to the results, has divided the Guizhou Province into the serious overload area, the light overload area and carrying area, and each of the type carried out the analysis and evaluation of the reasons.Finally, according to the evaluation and analysis of the difference between the time and space of the water resources carrying capacity of Guizhou Province and with its actual situation, proposed five measures to improve its water resources carrying capacity for the policy-make.
