Taxi plays an important role in the urban passenger transport and it is an important supplement to the public transport. At present time, there have been many problems in taxi operation, such as high vacancy rate and high work load for taxi drivers, which bring inconvenience to the urban traffic. Therefore, it is necessary to strengthen taxi operation management. The traditional approaches in taxi operation management, that based on manual investigation and that based on taxi IC data collection, are not fit for modern traffic management any more. The Taxi Dispatch and Floating Car Data Collection System offer an advanced technology for taxi operation management. This thesis focuses on the research of taxi operation management based on floating car technology object to urban traffic administration.Object to urban traffic administration, information demands analysis in taxi operation management was fulfilled. The information demands included the basic taxi operation indexes, taxi operation space-time distribution, reasonable urban taxi amount and taxi drivers'work load condition.The floating car data collection system and the characteristics of the floating car data were analyzed. It was noticed that the floating car data covered the taxi operation event and state information. Through map matching, vehicle position and road section in the digital map were bound. Then, the taxi operation information table structure was designed and the algorithm to mine taxi operation information based on the map-matched floating car data was brought forward.Based on the taxi operation information data and real investigation, the space-time distribution of Beijing taxi operation was analyzed. Reasonable urban taxi amount and taxi drivers'work load were researched. It was indicated that the present scale of Beijing taxi system was too high, and it was suggested that the taxi amount control system be founded. In addition, the work load of taxi drivers was too high, and the government, taxi companies and taxi drivers should make efforts together against the adverse phase.The High Level Architecture (HLA) technology in computer modeling and simulation field was introduced. Then, the logical system structure development approach based on HLA was brought forward. According to the approach, the logical architecture of the ITS Information Testing Platform was designed. In addition, the physical architecture of the ITS Information Testing Platform was designed and the platform was constructed utilizing the existing equipments and technologies. Based on the platform, varies of traffic data was integrated, and the special database for taxi operation management was constructed in the central database. Then, the function design and development of the taxi operation management information system was fulfilled. The system covered general taxi operation condition analysis functions, which would be a useful assistant decision-making tool to the urban traffic administration.
