With further development of the national electric power system reform, State Grid Corporation requires energy measurement test pattern reform accordingly. It needs to introduce modern management tools into energy measurement work, and improve energy measurement work efficiency and quality. According to the state laws and regulations relating to the measurement and measurement of management protocols, build first-rate metering center.This paper bases on the research of a power company's present workflow and electric metering status of storage management, and the unified management of the measurement center on the future implementation, optimizes the enterprise's business processes. Through applying modern logistics management theory, using advanced computer technology; we propose the electric meter storage assets management system reform scheme, discuses and analyze the design of decision support subsystem and the decision-making model of the issues in detail. The advantage of this system is:It realizes electric meters'entire life-cycle management and orientation management recurring to bar code system. In addition, we establish a computer-aided decision support subsystem in the system to help managers make more scientific decision making.The main contents are: First, analyses energy meter assets storage management system from the aspects of needs analysis, business process analysis, functional analysis etc. grasps the electric meter warehouse management system requirements more accurately, has laid a rational basis for system development. Secondly, takes the B/S three-tier architecture system implementation scheme which based on the .NET framework, uses .NET technology components to make the system architecture design, Thirdly, according the basic inventory management theory and the actual situation of meter assets management, invoke the method of exponential smoothing which optimized by 0.618 method and weighted average method to forecast the meters demand; uses the EOQ model which has the security inventory requirement to support orders decision; combines Delphi method with AHP method to make supplier selection and evaluation. Fourthly, take the advantage of Intranet, using object-oriented program design as a guide thinking designs distributed modulo management system. Through introducing graphic mechanism, recurring to the intelligent data inquiry and statistics, the system can provides decision-making materials in the forms of a variety of bar, graph, trends etc. Finally, bases on the VS.NET platform and SQL database technology, parts of the system interfaces are realized. The results show that the system has reached a preliminary design effect.The study of this paper has a certain useful and practical value to the improvement of China's present meter storage management level.
