The substation planning is very important in the urban distribution network planning. The substation position is affecting the network construction, the power supply quality and the efficiency of the power system directly. The substation capacity is affecting the power supply reliability directly. To make a good substation plan for the urban distribution network has important meaning to the electric power business enterprise and customers.The substation planning not only needs to consider the efficiency and reliability but also needs to consider the complex geography factor. In actual planning, it's usually depends on the professional's experience and it's hard for professional to think over the efficiency, the reliability and the rationality of the geography factor. It's extremely necessary to research for develop a practical planning software. Introducing GIS platform into substation planning system could largely be convenient for planning-data collection and management. It would improve planning worker's labor productivity and make planning process more visible and interactive. This paper is mainly to research the method which could used to be realized the substation planning system based on GIS platform.The capacity-load ratio is a very important parameter to determine the substation capacity. Though studying the capacity-load ratio formula which is given by , proposed an economical mathematical model to determine the substation capacity-load ratio in this paper. This model that compare with the economic cost of each plan which satisfies power supply reliability, discovers the capacity reserve time which corresponds to the best plan and the reserve coefficient and capacity-load ratio. Substation locating is the key point of studying the substation planning system based on GIS. Treating substation locating and sizing as a whole to study, a new model which can attain the automatic selecting of substation location and capacity is put forward in this paper. GIS formidable data-handling capacity and powerful graphics visualization function as well as the economical substation capacity formula are used to find out the substation location in the model. The method is based on the premise of economical load of different load density. Through searching the load spot to carry on the iterative computation gradually, the load centers (substation location) are discovered as well as the best capacity. Then using GIS platform to adjust the substation site and using fuzzy analytic hierarch process (AHP) to select the best substation location plan. Finally this paper has introduced the research about the planning system design.
