As restructuring and deregulation deepen in the power industry, open access is gaining greater atention. The competitive environment incorporating open access poses the greatest challenge to power system operation. Because the capacity of the system is limited by physical constraints and reliability requirements. The violation of any of the various constraints of the system (line flow limits/thermal limits, voltage profile limits, stability limits, etal) causes a situation which is called as congestion. Transmission congestion often happens in electric market, which restrict the advance of market efficiency to a great deal. So it is of practical and theory significance to design congestion management measure that is feasible to technology and is reasonable.This dissertation introduced the representative innovation of electric market in foreign country,the east-china electric market and the direct current sensitive factors . Especially expatiated FuJian supervises system on ATC (available transfer capability) .This dissertation also analysed congestion management for the FuJian system base on the east-china electric market.Under competitive environment of the deregulated power system, the operation mode of the system changes very often. Short-term congestion management for the purpose of considering the actual operation constraint of the power system. Future power system operation status is predicted. Based on the sensitivity technique and linear program, congestion management method and algorithm, taking into account generating unit power up and down constraint is proposed. According to the practical operation requirements, the generator power change is restricted to vary not very often. The proposed method can guarantee both elimination of network transmission congestion and efficient protection of unit safety. The branch number of the studied power network may be great, however, the number of congested branches may be not great, an efficient linear program constrained branch selection criterion is proposed in order to speed up the calculation and make sure that the result is acceptable. Practical system application verifies the proposed method.The soft base on this theory had been put to use in FuJian province Electric Power Company .It had been shown that these approaches are practical,robust and valid. This is the useful explore how to think about congestion management in power market.With the development of power market and improvement of market rulers in our country,we should deeply research on this aspect.
