Based on the telecommunications enterprise's organization structure,data and materials in telecommunications air conditioning room, as well as nine areas of project management (Integration Management,Scope Management,Time Management,Cost Management,Quality Management,Human Resource Management,Communication Management,Risk Management,Procurement Management) and five processes (project initiation process,project planning process,project implementation,project control process,project wrap-up process), in light of the actual management situation and project managerial request of Guangdong telecommunications energy-saving project and characteristics of its frequency conversion transformation project, this thesis adopts the method of diagnosis analysis and contrast to study the Project Management of Frequency Conversion and Energy-saving of Air Conditioning System of Guangdong Telecom, and summarize its experiences.The beginning of this article briefly describes the energy saving project background, the telecommunications industry and air conditioning energy implementation of the project objectives; this thesis briefly introduces the application and. related theories of project management; it briefly introduces the principle of frequency conversion and its application principle on energy-saving. In the start-up phase of the energy-saving project, needs analysis; Under the demand of the right to choose for analysis; Energy-saving projects of the investment feasibility of quantitative analysis; and goal setting of energy-saving project. It introduces the team establishment and task decomposition, according to the requirement of energy-saving. Furthermore, it formulates the schedule according to the preliminary task decomposition situation, and makes a diagnosis analysis and summary on the project initiation.It also analyses the construction organization of energy-saving project implementation, roles and responsibilities of project team members, the flow management of construction process, and the timing, quality, cost control and tool during the project implementation. And the thesis analyses the project acceptance, documents to be referred, effect test plan, wrap-up, and evaluation of energy-saving project.At last, it puts forward the proposals for communication management and method in the project implementation process.Based on author's 10-odd years maintenance and the managerial experience and first-hand information of telecommunications enterprises' electricity, especially air conditioning system, this thesis innovatively utilizes the theories committed to provide the precise management of telecommunications enterprise's energy-saving project with related project managerial theories and the methods, on the one hand, by linking theory with reality, to guide energy-saving project work,establishes the managerial model, working-out the concrete and feasible project managerial strategy and plan, to enhance the effect of the project; and one the other hand, through the research of this thesis, it summarizes the experiences of some project managements in telecommunications enterprise, which have certain reference value and practical significance to the other projects management in telecommunications enterprise. |
