Water resource is one of the most important natural resources for mankind to produce and live,a part of the environment that the living creature relies on for existence, as weii as an economic resource to prop up national economy. Therefor, the sustainable utilization of water resource has become the world's concern. Whether sustainable or not the utilization of the headwaters area of the Middle-Route of South-to-North Water Transfer Project (STNWTP) is related to the success or failure of the Middle-Route of STNWTP. This thesis based on a thorough the related foundmental theories of sustainable utilization of water resource, constructs an indicator system suitable for evaluating water resource in the area, and applies itinto evaluating the sustainable utilization of the headwaters area of the Middle-Route of STNWTP. According to the evaluation results by both the single indicators and the comprehensive index, this thesis reveals the factors affecting the sustainable utilization of this area's water resource and the problems, and puts forward the measures to solve the problems. This thesis contains five parts as follows:The first part is an introduction, mainly introducing the research background, significance, previous researchs at home and abroad, the objective, contents and technical route of this research.The second part is about the foundmental theories and methods. The foundmental theories of the sustainable utilization of water resource are summed up, the theories of sustainable development, water-ecology-societis-economy system and the principle of hydrology circulation process of the nature-artificial mode and the theories of resource evaluation are introduced. According to the characteristics of water resource, I put forward the methods toconstruct the comprehensive evaluation system and make the evaluation.The third part is an evaluation on the sustainable utilization of water resource in the headwaters area of the Middle-Route of STNWTP. I make a quantitative analysis on the water resource and the condition of the headwaters area of the Middle-Route of STNWTP. According to special condition and actual data source of the headwaters area of the Middle-Route of STNWTP, I construct an evaluating indicator system. The Analytical Hierarchy Process (AHP) method is applied to determine the weights of each indicator of the evaluation system.Taking the national standard value, and the planned values of China and the developed regions as referential values, and considering the special condition of the headwaters area of the Middle-Route of STNWTP, each indicator is divided into five grades,i.e. "very bad", "bad", "medium ", " good", "very good". And these are applied to evaluate the sustainable utilization of water resource. The evaluaton results indicate that this region's water resource system and ecosystem environment system are in good condition with a higher valua of 0.5418 and 0.5306 respectively, the social system and economic system are not good with a lower value of 0.4473 and 0.3970 respectively, while the sustainable utilization degree of water resources of headwaters area is in good condition with a value of 0.5306.These results suggest that this district is ideal headwaters ground in terms of water quality,amount and environment, but not ggod in the social economy development, which is the main cause of soil erosion and environment pollution, and also the key influence on the sustainable utilization of water resource in this region.In the forth part,I put forward countermeasures. According to the influencing factor and key problems of the headwaters area of the Middle-Route of STNWTP, I put forward the countermeasures to strengthen water and soil conservation and prevent water pollution and support the headwaters area social economic ecosystem development.The fifth part is the conclusion summarizing the innovative points of this thesis as well as the problems, and pointing out the directions for further study.
