Along with the development of economy of our country and the improvement of engineering technical level, more and more big buildings are being built ,which needs to be more strict with the quality and function of fire fighting engineering. However, there are many problems during construction fire fighting engineering project management.As a theory and a method for appraising the ability of organization's project management, project management maturity theory is absolutely very effective for diagnosing the problem and advancing the level of project management. In abroad, many organizations and individuals have attempted to research and apply this theory, and someone has developed some general maturity models as well as has succeeded in some area. To setup a project management maturity, the key is to definite the ability classes and to choose the indexes body. In our country, the research has begun not long ago. Although some scholars have done some researches on the theory in some areas such as Research project, Construction project and so on, there has no research on how to appraise construction fire fighting project management maturity theory. Therefore, the paper tries to build a maturity model which is available for construction fire fighting engineering project management.In project management area, there are some famous project maturity models such as: Software Ability Maturity Model developed by SEI, Doctor Harold Kerzner's Project Management Maturity Model, Organization Project Management Maturity Model developed by PMI, and Berkly Project Management Maturity Model developed by Doctor Young Hoon Kwacha and Willian Ibbs and so on. Generally, those models have 4-5 different maturity classes and a series of indexes for apprising the class of maturity, such as: question paper testing, index evaluation, experts giving the marks and so on. The purpose is to evaluate the ability of a organization's project management and find the areas which need to be improved.However, because the construction fire fighting project has its own specialty, the models above are not very good for applying in this area, such as: the maturity classes is not available, the indexes are more concerned on the process and so on. Therefore, the paper does much research and analysis on how to build a construction fire fighting engineering project management maturity model.Because the construction fire fighting projects do not only have the properties of general engineering project, but also have other properties which general engineering project do not have. It is comprehensive, system complicated, high standard on engineering quality, compulsive on project production .These decide that its maturity model must contend different maturity classes and indexes. According to the process of the construction fire fighting engineering and project management body of knowledge, the maturity classes should include initial class, general class, normal class, controlled class, super class. Beside, every class has different characters and content. And it provides the consultation for evaluation results. Because the quality of the construction fire fighting engineering is important and compulsive, there should be indexes which can reflect the project management process as well as the result.Then the index system can reflect the state and limitation of the construction fire fighting project management. According to the logic that both of progress and result are important, we can select eight key facts which have import effect on the maturity of construction fire fighting project management. And they are: ability of managing bid and contracts, ability of managing reconnaissance and design, ability of supervising, ability of government supervising, ability of managing cost process, ability of managing communication process, ability of managing quality process. Each fact also has 3 to 5 subsidiaries. From these facts, 29 indexes are selected as the appraising index of the maturity model. These indexes reinforce each other and form an organic index system. Then, through visiting the fire fighting experts, criterion for the index system is founded as the foundation of appraising.Finally, this paper discusses the application of the maturity model. While people apply this model to appraise the maturity of construction fire fighting project management, rational steps must be planned. If the process is planned unscientifically and unsuitably, a real result cannot be achieved no matter how complete the index system is. As a result, when using the model, people should combine the inside and outside circumstance of the appraised object. And then, a reliable result is possible to be gained. At the end of the paper, the paper takes XXX Construction Fire Fighting Project as an example and applies the model to this exam.There are two points of innovation in the paper. First, it analyzes the characters of construction fire fighting engineering project with theory of project management, and analyzes the facts that effect its project management level. Second, according to the shorts of the project management maturity model we have known, the paper founds a maturity model which is suitable to appraise the level of construction fire fighting engineering project management.
