At present, mankind is entering a new age of knowledge economy with the core of information technology application. The information has been a strategic resource as well as materials and energy sources. Information technology, with the feature of broadly penetrability and incomparable advantages, now is being combined with the traditional industries, and is an accelerator of national economy and society development. Railway, as an important infrastructure and main transportation way in our country, is a main artery of national economy and has occupied a highly important position in national economy. Railway informationization, whose fundamental target is to apply information technology into railway routine management, to reconstruct traditional industries, to improve railway transportation efficiency, to promote competence, to increase railway transportation economic benefit, is a main sign of railway modernization.In this paper, based on the analysis of the process and characters planning work of Communication and Signal Management Information System, Communication and Signal Management Information System is built. Combining with FDSS and CBR, the factions and system structure of Communication and Signal Management Information System are introduced. The following is done:Decision support system is generally lack of countermeasure for the complex external conditions and unpredictability of decision problem. Based on the deep analysis of decision and decision support theory, this problem is solved by the thought of flexibility decision support in this paper. And the functional and structural hierarchy framework of flexibility DSS are set up.The paper designs data warehouse and on-line analytical processing and builds a comprehensive information data system. The system can provide complete information for sharing and inquiring and detailed basis for decision to finish convenient and efficient information management.Because of lack of mathematics mode and formula in comprehensive management in electric service, the decision planning depends much on human factors. The KBR and fuzzy theory are applied to solve the problem successfully in the paper. The principle contents and structures of date subsystem, model sub-system, knowledge sub-system and case sub-system are designed. Considering the special knowledge of yards and characters of trouble model, the decision model is presented by the trouble tree analysis method and fuzzy synthetic evaluation.Finally, the main results and conclusions of the thesis are summarized and the future word is prospected.
