According to Regulation for safety of construction project, Standard of inspectionfor safety of construction project (JGJ59-99) and Measure of scheme formation andsupervision for safety of high-risk construction project (ministry of construction 2004,No.213), closely related to the issue that how to make a reasonable andcomprehensive special scheme for safety of high-risk construction project, thecontents in corresponding design codes and technical regulations are summarized andassembled. Started with the analysis of risk sources, technical properties of high-riskconstruction project are explored and studied, the indivisibility of quality and safety,and the correlation between temporary safety measures and permanent structure areemphasized, and the design and calculation concept of equally treatment to bothsingle element and whole stability are established as well. With reference to severalkinds of high-risk construction project, systematic amelioration on risk sourceanalysis, safety and quality control measures and accident prevention treatments isconducted, the approaches, methods and audit procedures of high-risk constructionproject are covered, also the content of six planning parts and design calculation keypoints are confirmed, in order to avoid the perils in the technical route of schemeplanning for safety of high-risk construction project. This thesis takes the schemeformation of tower crane safety as an example, a standardized, programmed andsystematic scheme planning method is put forward, which can be the guide for similarprojects, and achieve the goal of formalized the scheme planning for safety ofhigh-risk construction project.Based on the theoretical analysis and research, the corresponding application ofscheme formation for safety of tower crane project is worked out, which is theintegration of constructional safety theory and computer science. The applicationprogrammed by Visual Basic, is intimately related to the features and requirements onconstruction spot under prevailing national codes and regulations. The friendly userinterface and easy of use, take the advantages of both human beings and computers,make it possible to obtain high efficiency and unification of scheme formation for safety of high-risk construction project, then, solve the problems with the effort ofcomputer and human being together.Hopefully, the reasonable scheme formation and application programming forsafety of tower crane in dangerous construction project covered in this thesis will helpthe normalization and innovation in this field.
