Along with the deepening of electricity market deregulation, demand side management (DSM), viewed as one important aspect of integrated resource planning (IRP), has arose the interests of the participants of electricity market. On the one hand, in most instances, consumers have very little influence on the design of these electricity markets. The customers hope to act as a more active role in the market and take part into the management of the market instead of just passively acceptation of the arrangement of power companies. On the other hand, power companies hope that consumers can make more rational decisions on their power consummation to shave peak and fill the valley, so that the load shape is more flexible.Interruptible load management is an important part of DSM (Demand Side Management), especially in power market. It has deep influences on the reliable and Economical operation of power system. Interruptible Tariff Mechanism (TTM) is one of the more common, dynamic pricing options which offer the customer a range of rate-reliability choice. In this option, the customer signs an interruptible load (IL) contract with the utility to reduce its demand as and when requested by the utility. The utility benefits from this by way of a reduction in its peak load, which helps it to restore its quality of service (voltage profile, etc.) and ensure reliability. The customer entering such a contract, benefits from reduction in its energy costs and from other incentives provided by the utility.The paper makes a study of OPF (Optimal Power flow) and the theory of real-time price. Aiming at solving the problems in implementing interruptible load management (ILM), a spot-time price considering customer's price responsiveness is analyzed at base of spot-time price.The paper discusses the principle of interruptible load identifying and the two Sensitivity model of utility and customers based on themselves special profit, which can decide discount on price, stimulate customers to participate DSM efficiently, enrich function of identifying adaptive parameter of utility and endow the parameter with the meaning of "sensitivity of system safety and stability operation to load management"The proposed method has been validated by 9-bus system. The result of calculation shows that interruptible load tariff has broad meaning of economics and management. The IL tariff is general and practical for increasing the profit of utility, reducing the customers cost, avoided capital carrying cost and avoided operation cost and promoting DSM.
