As high damping material to be effective in the inhibition system vibration and noise, therefore, in the military and other civilian products it has been widely used in various fields. However, Compared to other metal materials, the Youngs modulus of the high damping material is plural, and nonlinear changes with the frequency and temperature of the environmental thus vibration and noise reduction project to design a structure is very difficult. So, if we can know the elastic modulus of the material before design of the structural. The project will greatly improve the effectiveness and efficiency of the design.Measurement of the elastic parameters of damping materials, especially measuring for elasticity parameter of damping material with low Youngs modulus is particularly difficult. The main content of this paper is the study on the measurement system and methods of elasticity parameter of damping materials with low Youngs modulus. This paper has some of the classical theory methods to analyze and summarize, find their strengths and weaknesses. Then from the study on both method and system receive a set of method and system which can meet the requirements. That is capable of measuring low damping materials and the method of measuring the elastic parameters of the system. This paper is from the exposition in the American Standard[1] (ASTM. E756-04), and is on the basis of lots of experiments. Sandwich beam measurement was found to meet the above requirements, and it also has the advantage of simple measurement system. This paper is primarily committed to this kind of measurement method and system for the start of the study.
