Since 1997 the railways in our country has got six times large scale speed-up reconstructions. Several times of lifting speed of railroad main concentrate in the plain and highland in the east and the west mountain have only few of regions of lifting speed of railroad. Along with the fast development of our country economy, particularly the policy of the western development, the economy and society in the west will get into fast development period. It is imaginable to continually raise the level of people life; therefore, the higher quality of railroad conveyance is the latest request of the west people. The lifting speed of railroad in mountain is impossible for adapting market demand under the background. The objective speed should be chosen scientifically and rationally that is the design basis as the change and lifting speed item of the current .This paper puts forward the comprehensive evaluation method of fuzzy gravity-center on the based of the language-logical ruler to carry on the optimization choice to the project of the target value of speed in existing mountainous railway on the basis of the experience of domestic and international objective speed of railroad, and then choose the best project.In the first place, the technical factors influencing the decision of raising speed in the existing mountainous railways are analyzed throughout and deeply. The paper also tries to find out the relation between the technical factors and the speed target value of current railway to be the basic of technique development. The factors include railway line, locomotive, wagon and train control system.In the second place, the factors that influence the decision of target value of speed in the existing mountainous railways are researched. And the indexes tree is erected on the basic of the factors.In the third place, the paper investigates roundly the fuzzy decision-making method of target value of speed in the existing mountainous railways. The paper puts forward the method of fuzzy analysis and calculates weighing by analyzing and utilizing the traditional method in the process of confirming decision-making index of speed-raising target value in existing mountainous railway. The paper puts forward the method of fuzzy comprehensive evaluation and concludes the method to calculate the gravity-center value on the base of the language-logical ruler in the process of confirming target value. The evaluation scholars mark for evaluation target attribute among the fuzzy interzone ruler according to the language-logical ruler on this base, and then calculate the gravity-center value of each projects and arrange the order, thereby, the best target value in existing mountainous railway is determined.Finally, Jiangyou- Qingbaijiang in the southern of Baoji-Chengdu railway is given to analyze the comprehensive evaluation method of fuzzy gravity-center on the based of the language-logical ruler.
