Research On Bottleneck Discerning Of Road Traffic Safety Management In Heilongjiang Province Based On TOC

With economy developing, Communication and transportation industries bring unsafe traffic including traffic jam and traffic accidents as well as huge convenience. Direct loss and indirect loss that traffic accidents cause hinder Heilongjiang Province economy to develop quickly. Reforming in an all-round way drastically and through hi-tech apparatus methods in the developed provinces and cities are not according with actual conditions of Heilongjiang Province. So, it is a realistic choice to pursue feasible economical method dealing with road traffic safety problem in Heilongjiang Province.This paper takes theory of constraint into traffic safety management, studies (?)ow to discern the bottleneck of traffic safety, so as to enhance level of safety with limited funds. There are three parts in this paper.First of all, this paper explains road traffic safety management theory and heory of constraint in detail; then analyzes couplings of these two theories in hree aspects of characters of system, goal of management and features of (?)anagement target. On this base, it determines goal of traffic safety management nd selects operating indexes, which is the base of the application of theory of onstraint into the traffic safety management.Secondly, it regards new goal and operating indexes as guidelines and sets up affic safety management bottleneck discerning model. The model includes two ections, that is to discern bottleneck road from the road net angle and to discern ottleneck factor from the factors causing accidents angle. Bottleneck road can be (?)scerned by traffic volume and bottleneck factor can be discerned by the picture f logic.At last, it applies the model into road traffic safety management of eilongjiang Province to carry on real example research and discerns bottleneck ad and bottleneck factor of Heilongjiang province. According to results of real ample research of Heilongjiang, it puts forward suggestions of bottleneck discerning base building and suggestions of management on bottleneck road and bottleneck factor.
