With the development of economy and society, the traffic ships increase in our country water area, which causes traffic crowded. The traffic dangers on the sea become gradually graveness problem which must be faced. So as to make the ship traffic safety, high effective, unimpeded, in order, the measures are to strengthen vessel traffic management and sea-route optimization besides guaranteeing vessel seaworthiness and crewmember eligibility.The study clarifies the status on safety and vital meaning of strengthening safety management on the basis of analysis to the natural condition, vessel traffic situation, reasons and characteristic of casualties in Caofeidian port and nearby waters. There into, a mass of firsthand material and data provide the foundation for the studies optimization of sea-route in Caofeidian nearby waters. Though the effect of Ships' Routing to reducing collisions and groundings has been approbated by international and domestic maritime field and port authorities, it must be offered satisfying theoretical foundation.The design of sea-route optimization scheme in Caofeidian nearby waters is an application of General Provisos on Ships' Routing of IMO. Referring to the experience of Chengshantou scheme, the study analyses the necessities and feasibilities of Ships' Routing in Caofeidian nearby waters. The objective is to demonstrate the possibility of sea-route optimization by Ships' Routing system in the waters.The forecasting to effect of sea-route optimization in Caofeidian nearby waters is a primary study method. It explains the validity of the intervention measure through comparing the result between intervention and nonintervention. Inducting the concept of Intervention in Time Series and relational mathematic models for forecasting is a new innovation. It provides a new method in maritime safety management.
