The structures distribution networks are closed loops structure in the most cities, but when they are operating the loops will be opened. A method based on improved particle swarm optimization is proposed for distribution network reconfiguration with the objective of minimizing the comprehensive cost. Objective function is the sum of the distribution network losses cost, switches investment, the switching cost and the outage cost. The topology of this network must be analyzed and predigested in order to calculate the loss of this network. Because of the network have less interconnection switches and section switches so a new strategy was promoted. This new strategy can reduce infeasible solutions effectively. The distribution network line is longer than the transmission line, the load are spread around, so in this paper the back/forward sweep distribution power flow based on layers was used. The switches operation numbers constraint is also disposed to avoid affecting the global optimality of programming.
