This paper explains in detail the concept, theory and computational method of risk assessment. It has analyzed in-depth an assessment method called RAPSA base on system survivability and probability, and applied this assessment method to the security evaluation of substation synthesis automated system. The RAPSA method was divided into four-steps which are suitable for security assessment of the substation automated system: the threat descriptions of system, the self-assessment of system, risk quantification and trade-off of relieved risk measurements. This paper divides the substation automated system into Data acquisition equipments, computer network system, application software of substation, and protection and control system four parts, the RAPSA method is applied to the assessment of all parts. Calculation has been taken at the risk value of substation automated system under the cases of adopting different mitigation measures and no measure, this paper also calculates the costs of adopting different mitigation measures.
