The Organizing Tactics Study For Traffic Safety Of Suzhou City

This paper is based on the present condition of traffic safety in SuZhou city and the study of traffic safety in the world. By using the related theories of public administration, we make clear the goal of traffic safety in SuZhou city, then, we draw up the three organizing tactics(macro-scopic, middle-scopic, micro-scopic). Finally, we work o(?)t the method for appraising the result.In this study, According to the theory of public governance, Government, social organization, enterprise and the public are regarded as the governance subject, all the factors such as people, vehicle, road and environment are regarded as the governance object, the condition of traffic safety being improved sustain is regarded as the governance goal. The main study is that the governance subject should carry out tactics in order to realize the governance goal. These tactics are arranged from whole to part. In the macro-scopic levels, the major point is that how to improve the subject structure of public governance. In the middle-scopic levels, the major point is the corporation in-departments. In the micro-scopic levels, the major point is improving the result of department administration. In addition, from the public administration, we study the goal model and the appraising system.This st(?)dy resolved the key problems: 1.How to make clear the goal of traffic safety in SuZhou city? 2.How to form the perfect structure of public governance? 3.How to organize and coordinate in the inter-departments? 4.How to improve the result of department administration? 5. How to appraise the result of the tactics, etc.Although this paper is to study the tactics in SuZhou city, it has the similar effects to other areas.
