With the advancement of industry technology and the development of international economy, the wastage of energy in each country becomes higher and higher, the demand of world's energy increases at the rate of 2% each year. China has a more increasing rate that exceeds 5% each year on average. It is indicated by the long-term forecast on the consumption of world's energy that the consumption of energy in 2050, in which the energy consumed by construction occupies 11%～25% of the total energy wastage, will reach four times of that in 1975.In the course of the settlements construction in China, the energy-expending occupies over 20% of the total energy wastage in city, the water-expending occupies 32% of the city water-consuming, the land-using occupies 30% of city construction land-using, the steels-consuming occupies 20% of the total steels-consuming and the cement-consuming occupies 17.6% of the total cement wastage. Comparing with the settlement construction level of developed country, the wastage of steels exceed 10%~25%,the rate of water use of Sanitary Product reaches over 30% and it will cost 80 kilograms cement to mix 1 stere concrete.The total quantity of house construction in the down and city in our country is about 33,000,000,000 stere, but the energy-saving style settlement is less than 2% of that. China has multitudinous population and a low rate of average occupies of recourses. But the energy-consuming of settlement now we have is 2-3 times higher than that of developed country.
