The article is mainly about the analysis of following aspects including Huaihe River flooding control and river regulation, adjustment of the flood district, water resources and water pollution attempering and the relationship of Huaihe River and Hongze lake , research subjects stemed from the investigation of Huai River Basic Law Research Institute and the possibilities and accesses of resolving these problems by taking advantage of the Huaihe River Model. The necessity and meaning of Huaihe River physical model construction as well as the applying prospect of Huaihe River model have also been discussed in the article.Huaihe River physical model construction has been collectively programmed in the essay. The research ranges from stem of HR to SanJiangying , which is divided into five parts totally and the recent research will focus on the river between Zhengyangguan pass to WoHe part. The characteristic of Huai River incoming flow and incoming sediment and recent envolvement of the river bed have been analyzed in the article. It has been demonstrated in the article that the plane scale ratio of ZhengWo Part (α_L=300 and vertical scale ratio α_h=60 which are able to meet the requirement of gravity similarity, resistance similarity, minimal water depth, minimal Reynolds number, model distortion as well as other aspects and that model scale ratio selection is appropriate. The technologies of model roughness, sluice weir modeling and harbor entrance modeling have also been studied elementarily.The designing gist, designing principle and designing target of Zheng-wo part model Automatic measuring and controlling system have also been dissertated in the article. The Automatic measuring and controlling system principium illustration, spot equipment disposal illustration and equipment form have been drawn. In the article the subjects which have been finished include spot central monitoring system, velocity of flow and water lever collecting subsystem, flux monitoring system, tail water level, strobe and harbor entrance monitoring system, particle-image velocity of flow and flow regime monitoring subsystem, model video monitoring and language system, system software designing, project selection and selection and collocation of equipment.
