The Decision-making And Construction Of The Huaihe Flood Control Of The Communist Party Of China (1950-1951)

The Huaihe River was the first major river to be brought under comprehensive and systematic control in New China.Since the Yellow River usurped Huaihe River basin,the Huaihe River area has suffered many disasters.The rulers of all dynasties failed to coordinate the comprehensive and radical treatment of the Huaihe River basin from the fundamental interests of the people.This paper analyzes the causes of the nature and society,history and reality of the Huaihe River flood control through combing the relevant literature.By historical comparative study,this paper analyzes the governance construction,system advantages and remarkable results of CPC leadership in governing Huaihe River.In the early days of the founding of the People's Republic of China,the CPC and the government were facing,experiencing a difficult challenge with problems we face at home and abroad,with great political courage and responsibility,they took concrete actions to fulfill the principle of serving the people wholeheartedly,mobilized the people,aroused their wisdom,sought truth from facts,respected science.It has achieved innovative and scientific water control from the concept,system and mechanism,and created a model of water control with Chinese characteristics,containing Chinese wisdom and showing the advantages of Chinese system.By historical comparative study,this paper analyzes the governance construction,system advantages and remarkable results of CPC leadership in governing Huaihe River.Based on the first phase of Huaihe River Control project,this paper studies the historical origin,internal value pursuit and realistic objective appeal of Huaihe River flood control led by the Party,and expounds the objective necessity and realistic necessity of Huaihe River flood control.In the middle view,the author insists on the basic viewpoint of historical materialism and takes historical materials as the criterion to analyze the environment,idea and process of the decision-making of the 1950 New China governing Huaihe River movement.Micro-analysis of the system construction and governance actions of the first phase of the Project,expounds the governance system and comprehensive multiple target governance actions of the first phase of the project in terms of organizational basis,planning and design,human mobilization and other aspects.On the basis of comparative study and subject reference,the characteristics,effects and experience of the first phase of the project are summarized.
