| VTS (Vessel Traffic Service) comes into being with the background of fully development of modem science and technology. The main function of VTS is to improve harbor traffic circumstance so as to guarantee the safety of vessel navigation, increase shipping efficiency and protect the harbor environment.The purpose of the research of the dissertation is to propose new thought on the establishment of new harbor monitor system and to provide certain theoretical basis for the establishment of the future system through.The harbor monitor system in the dissertation can be seen as a vessel transport management system employing comprehensively Galileo Satellite Position technology,ECDIS and modern satellite communication technology. The research method is to include and handle statistics from mobile terminals,then through the system satellite telecommunication send them to offshore-based monitor and command center, and to show them on electronic charter board,so as to realize the simultaneous, complete monitor, command and management of monitor and command center to navigation situation.In this thesis, research is focused on the followings:1. The research actuality of VTS both in domestic and overseas is showed, and the satellite position system is also introduced.2. The structure of VTS and it's subsystem are detailed, and the function is analyzed.3. The characteristics of VTS based on Galileo Satellite Position System is analyzed, and the function requirement is proposed.4. The total structure of the new system is designed; the electronic chart technology and communication platform is introduced. |
