Electronic chart display and information system (ECDIS) is considered a technological revolution in ship navigation behind the radar/ARPA. As an important auxiliary decision system which help guarantee the safety of navigation at sea and provides integrated information operations for ships, (ECDIS) is gradually popularized in ships. While inland navigation technology was depend on pilots' experiences, inland channel navigation reference paper pictures, radar sailing reference for a long time, to ensure shipping safety and engaged in the transportation management, the inland electronic river chart is relatively backward. Along with the development of information technology and the deepening of application and research on new technology in inland water transport. It's very necessary and urgent to improve technology content and safe reliability of inland navigation, using modern information technology, provided the strong function of inland river chart and research about the deployment of realization technique of electronic information system into transportation safety and management.Inland electronic river chart is the special application of electronic chart technology into the inland water transport. At present, there is still no international uniform norms and standards about electronic river chart, compared with electronic chart and its application system of international norms and standards, inland electronic river chart is a kind of technique deploying modern computer technology and information processing technology, to satisfy the need for integrated information system platform of inland navigation and management information, its application scope shall be completed according to different actual requirements.Based on the comprehensive information system in visual studio 2008 software environment, based on the development of special electronic chart engine, electronic river chart meeting the national S -57 can be imported and displayed, a relatively complete electronic chart display and information system can be develop, and the function and implementation of each function module of the system is introduced.Meanwhile, according to the framework of the developed electronic river displayed system, key technologies of AIS was inducted and collated and in-depth research was conducted. Decoding process for AIS message was established to decoding AIS information, eventually AIS navigational information can be superimposed on the electronic chart system and displayed. Inquiry to the information of ship sailing track and ship's type recorded and displayed in the electronic river chart can be utilized as vital technical means for ship collision prevention, traffic control and accident investigation.
