| The rational allocating and scheduling of water resources is the important means to achieving sustainable water resources utilization, and how to judge and evaluate the schemes is the key process of the rational water resources scheming. Aiming at the decision-making problem of evaluating the water resources scheming, the thesis establishes a universal evaluating model of water resources scheming and completes the design and development of the synthetic evaluating system of water resources scheming basing on the research of the synthetic evaluating theory. Taking the water resources scheduling management system and the scheming of Heihe river basin as the background, the evaluating system of water resources schemes of Heihe river basin is developed, which is used to analyze the schemes of Heihe river basin at the end of the thesis.At first, the thesis analyzes the synthetic evaluating theory and its application in water resources area. Index system of water resources scheming, fuzzy recognition of water resources system and multiple attributes decision-making of water resources management are all current popular research areas.Secondly the thesis does some research about the theory and techniques of water resources scheming evaluating. Basing on the analyses of the principles and contents of water resources scheming evaluating, the thesis constructs a three-hierarchy index system of water resources scheming and designs three different models of evaluating water resources scheming in AHP, GRA and DSA.And then the thesis completes the design of the synthetic evaluating system of water resources scheming and analyzes the key techniques of the system developing according to the design theory of decision-making supporting system.In the end, the thesis analyzes the water resources scheming in Heihe river basin by the model and system in the background of the water resources scheming management system of Heihe river basin. |
