Research objects are emphasized on the next two systems: common transfer central heating system supply burning coals and low temperature hot-water radiant floor heating system. The following problems were analyzed: firstly, the forms, methods and thermal meters appropriated to household metering heating system; secondly, the initial investment and operating cost of two heating systems; thirdly, the economy research on two systems; fourthly, floor heating system construct precautions and etc.As a new typical heating way, no agreement has been reached on the energy saving efficiency of low temperature hot-water radiant floor heating system based on the study of home and abroad experts. Urumqi, Xinjiang province, located in the northwest of China, has 180 heating days throughout the year which causes the serious air pollution in winter. The characteristics, initial investment and running cost of two heating systems are compared in northwest region. On this basis, life cycle cost analysis method is used for the comprehensive economic analysis. Considering the local economy environment and meteorological conditions, the economy efficiency, application, advantages and disadvantages of low temperature hot-water radiant floor heating system are demonstrated in the undeveloped and cold areas in northwest China.The room energy consumption is studied from the next aspects: the thermal balance of indoor air and inner surface of maintenance structures, the heat loss in heat-supply network and the heat source conversion efficiency. Take residential building as an example, quantitative analysis on fixed costs and variable costs make the cost clear of common transfer central heating system supply burning coals and low temperature hot-water radiant floor heating system. Combined with actual engineering projects, the features of chief present value are assayed by life cycle cost analysis method at different discount rate on the prerequisite hypothesis that common transfer heating system has a 15-year-lifespan and low temperature hot water radiant floor heating system has a 30-year-lifespan. With the chief present value analysis on the two states (with and without thermal meters) of each system, some conclusions are achieved in the condition that the average outdoor temperature during heating period is -8.5°C in Xinjiang which include the economy efficiency, the relationship between interest rate and investment period, and high weights factors in economic index. All the results provide useful information for the heating system scheme assessment.In accordance with the author's construction experience, some points of construct precautions in low temperature hot-water radiant floor heating system are presented for discussion.
