Study On Optimization Method Of Highway Network Project Arrangement

Transportation is important to economic development. Highway transportation is one of the most important parts of transportation system with its flexibility and fleetness. Highway projects are hugeness in its scale and cost, and involve in all aspects of society and economy. The key of highway construction is how to decide construction sequence, which can make limited cost to receive more social and economic benefit.Based on the project—"Arterial Highway Network Planning in Jilin Province"which is carried out by Jilin Provincial Survey and Design Institute and entrusted by Jilin Provincial Transportation Department, the method of construction projects sequence of highway network is given, by studying the comprehensive evaluation for the arterial highway network planning and other relative technical questions, complementing exiting evaluation theories and methods, modifying the highway network planning deficiencies. The outcome of the dissertation possesses practical significance and possibility of implementation.There are six chapters in the dissertation, and the main contents of every chapter are as follows:The first chapter is preface. In this chapter, the backgrounds and research status and development trend on highway network planning evaluation both abroad and at home are simply stated. The purpose and significance of the study and the main studying contents in this dissertation are also put forward.The second chapter is introducing for the optimization of construction projects sequence of highway network. The general procedure of highway network planning, the optimization of construction projects sequence of highway network and optimization methods are simply statedThe third chapter is study on the comprehensive evaluation indix system for highway network planning. In this chapter, according to the general rule, the optimization indix systems are studied and established.The forth chapter is studying optimization method, in which the optimization method is given in the basis of its economy and social function, with the limit of the cost.The fifth chapter is the construction projects sequence optimization of Jilin provincial expressway network planning. It is testified that the method is more effective, impersonal and reasonable to the projects sequence optimization of highway network according to examples.The sixth chapter is the summary of the dissertation, outlining the main conclusion of the dissertation, and pointing out some theory and application problems needed to be researched further.On the basis of the project—"Arterial Highway Networks Planning in Jilin Province"carried out by Jilin Provincial Survey and Design Institute and entrusted by Jilin Provincial Transportation Department, the main outcome are as follows:1. According to the general rule, the optimization index systems are studied and established, which is most important to make the optimization outcome reality, objectivity and rationality.2. The highway network construction sequence optimization is established aiming at improving the decifiencies in that step, which include three aspects: 1) cost restrain condition; 2) comprehensive evaluation in the highway network construction sequence optimization; and 3) applying the optimization method.3. 5-year construction projects sequence of Jlin provincial expressway network planning is optimized by the method stated in the paper.
