Recently the accident of hazardous materials transportation took place occasionally in our country, causes the damage of the resident, animal and plant around the transport line and serious consequence. Owing to hazardous materials have the characteristic with flammability, explosive, toxicity, corrosion and radioactivity the transport of them, whether in quality or quality, has high proportion in the road vehicle transport. So the transport of hazardous materials has always been paid close attention to.In the former of the thesis ,the hazardous Material's catalog and its characteristic has respectively been elaborated,ITS,GIS,GPS,GPRS,Barcode and the relative technology has been introduced from their feature and component. The risk component which includes the population risk,social risk, has also been explained in the transport of hazardous materials, So the transport of materials should competely utilize man-machine-enviroment project analyze the risk of transport and make decision by science that which transport line is selected.The thesis analyses the key technology of the monitor system of hazardous materials transport vehicle, designs the global structure of the monitor system based on the advanced technology in the ITS application, develops the main database's table and the key structure of the system, realizes the development of the hazardous material's monitor system. The author probes the design principle of communication protocol and designs a suite of protocol to meet the need of the vehicle and the monitor center's real-time exchange data. The protocol number and the data format in accordance with the technical specification makes the various operation be handle easily between the vehicle and the center .The communicate protocol as the linkage of the vehicle and the monitor system effectively resolves the communication requirement of them. The monitor system takes advantage of the electronic fence to keep trace of the transport line of the vehicle with hazardous materials. Once the vehicle is out of or into the fence, it can trigger the alarm and sent the message to the monitor center. The protocol number can extend its application for future to meet the up-to-date requirement during the transport procedure.
