With the development of offshore oil production and transportation, the accident of oil spill happens frequently which leads to quantity of oil leaks into the sea environment and brings catastrophic destroy to local ecological condition. Therefore, in order to protect the marine environment, it is necessary to take effective measures to clear the spilt oil in the sea immediately after the oil spill.In recent years, there are physical methods, biological methods and chemical methods in dealing with the spilt oil in the sea. Among these methods, mechanical recovery method can not only clear the oil and protect the sea environment but also recover the valuable petroleum resource and accordingly becomes the most widely used technology in dealing with the spilt oil. However, the mechanical recovery technology also has limitations: one is that the recovery effect is affected by the weather and sea condition, the other is that the low efficiency of dealing with thin oil slick is low.This thesis presents a new technology about thickening the oil slick in the port to solve the low efficiency of the mechanical recovery technology when deal with thin oil slick in the port and make sure the skimmer can recover the spilt oil more effectively. The thesis mainly includes the following work: Firstly, designs an oil boom winding device according to the technical concept of thickening the oil slick. Secondly, improves the air outlet valve of the existing inflatable boom so that it can discharge the air automatically at setting pressure. The trial shows that the winding velocity of the boom has been obviously advanced. Thirdly, models the hydraulic system of the device with power bond graph theory and simulates the model to check the rationality of the system design. Finally, designs a controller using the fuzzy PID control arithmetic to achieve the purpose of wrapping the boom at constant speed as fast as possible and accordingly decrease the enclosed area so that the oil slick on the water can be thickened without boom failure. The simulation of control process is also carried out and the results indicate that the Fuzzy PID can attain better control effect for the system.
