The submarine vacuum method is an emerging submarine foundation stabilization method which bases on the vacuum method acting on land, then applies on the submarine soil body reinforcement one kind of project technology. The current estuary construction gradually puts into effect on the deepwater; therefore this technology is especially significant. This technology have an active effect on the wharf, the breakwater which can reduce the loading periodicity, increase the applicable age limit of wharf and effectively control the crest elevation of levee of the breakwater on the basis of base stabilization. Moreover, because our country is gradually strict in the maritime environmental contamination in the last few years, this technology can reduce the amount of fill and excavation of the mud silting and effectively improve maritime environmental contamination.This article first briefly introduced the current domestic and foreign existing condition of soft foundation treatment and various reinforcements, then have produced the corresponding theory and concept. The submarine vacuum method studied by this article is the extension of the vacuum method from land to underwater, therefore the author thought it is necessary to have a full understanding to vacuum method mechanism on land. So the author does some contrast research about two kinds of consolidated drained methods: loading and vacuum method mechanics. According to the grasp of these contrasts as well as the further studies of the vacuum mechanism, this article starts to study the vacuum mechanism in water. In the research process, the author analyzed the variation of stresses of preloading soil body and briefly introduced the low creation of vacuum method through contrasted the vacuum on land with in water. We have deduced the equation of the mean power water pressure and the mean consolidation degree in underwater vacuum method about a certain point in single sand drain which is in the assumption of planar vertical constant strain according to the research on vacuum mechanism and the resistance of sand drain. We hoped these formulas could be used in the design and computation of the vacuum method in water.
