At present many big cities are constructing a large number underground space projects including the subway etc .With the increasing existing basements and other structures can be used to become an air defense blockhouse by functional transformation from peacetime to wartime. Developing people's air defense project research, and exploring material or structure or technique or method of people's air defense project in order to warrant the reliability and speedy and economy of functional transformation, is the demand of quicken people's air defense project reconstruction, and also is the significant strategic of putting coalition policy from peacetime to wartime into effect of the new period, It possess a high sense of theory and practical value. By adopting technique of bonded steel plate make a great quantity civil underground space transform to shielding engineering just before going into battle. Effective strengthen cities' total defensive ability, will be the major issues of civil defence engineering construction research.Among the main results are:(1) This paper studies transformation technology of basements not for wartime. Based on typical civil engineering, specific plans of general function transformation, gateway function transformation, consolidation of the main structure, ventilation system and decontamination system transformation are proposed. In the meantime, action of strengthening by bonded steel plate within reinforced member and joint construction is discussed and construction plan is also proposed respectively.(2) After doing model test in blast container, bearing mechanism of bonded steel member and joint construction and method of deciding bearing capacity of bonded steel are drawn. In the meantime, the method is proved to be possible and optimal for functional transformation from peacetime to wartime.(3) Both three-dimension modelling and one-dimension modelling are drawn.
