As the methods research of water resources management become more and more mature, we pay more and more attentions to rational exploitation and using of water resources. In order to strengthen water resources co-management and improve the carrying capacity of water environment, we have to research the methods for water-using quantity control of basins imminently.Taihu Basin is one of the most developed districts in china, and it has the typical reticular watercourse. The conditions of water resources is so complicated, it is really hard to establish scientific and doable methods for water-using quantity control, innovation and cooperation is urgently needed in this work. The derivative measures for management, engineering, economy and so on are the keys for the conflicts between water-suppling and water-using.This paper is based on actual water-law and water resources management system in order to realize the continuable using of water resources and improve efficiency and benefit of water-using. Far-ranging investigations are done in and around basin, it is about management of water-using licence and advanced experiences of water-using quantity control. Combining the harvest of the integrated programming of water resources, the objects, range, goal and object system is given in this paper. Through analysis of experiences of water resources management inland and outland, the doable and suitable means of management, engineering, economy for Taihu basin are seted down.The emphases of water-using quantity control have been laid out. First, water-using quantity control system including negotiation system. Second, setting up of stakeout and information management system, in order to control the situation of exploitation and using of water resources and ensure the water-using quantity control system working.Results and suggestions are given out at the end of the paper.
