Electrical CAD technology is a new technic of computer science compositive applications in electrical engineering design domain. It is not only very necessary but also fully possible to use the new computer technology to finish power supply and distribution substations design. In China, CAD technique of power supply and distribution, which separate design and drawing, do not form integrative CAD system. It is still only resting on the primary stage——pure cartography or calculational methods.At present, most of the application softwares in power system do not have computer-aided design function, but only computer-aided drawing capability. In this paper, description means and conjunction rules of main part in primary circuits like transformers, circuits, switches, reactors, inter-inductors, bus bars, etc. have been founded via analysing and researching the design principia of 35~110KV transformer substations and the affiliations of the relations among electrical graphics, scheme, data. OOD and graphical representation technology are adopted to found an intelligentized model which amalgamations knowledge and expert system. Base gallery, spur track gallery and graphics template base which express geometry characteristic of electrical equipment have been designed, too. Technical question of construction of electrical engineering graph and dynamic connection between graphics entity object and backend data are also solved. It has set up the total frame of intelligent power supply and distribution substations' primary CAD system, which realized the integration of analysis, calculation, cartography and data processing. It has achieved the function modules including load computation, determination of main electrical wiring, reactive power compensation, short-circuit analysis, selection of main equipments, cartography and so on. The thought and realization plan of developing advanced electrical engineering graphic editor system which links to database have been brought forward.The program is developed with visualizing programming language called Visual Basic.NET and general cartography software called AutoCAD.
